Discs Ltd. 1990 Beats International represents an especially radical sty- listic switcheroo for Norman Cook, former Housemartins member. The Housemanrtins, erstwhile purveyors of fey British pop, sounded nothing like this. The Beats project is a dance- party-music kind of thing, equal parts house, reggae and sound of Africa. The resultant grab bag of artists arid technique comes together intermittently. Cook, who reportedly incor- porates reggae as a hip gesture towards ‘‘the most unhip form of black music at the moment,” seems to be dabbling, tossing samples together and not quite MICHAEL @ BECKER record review sewing it all up right. But the snatch and sampling gambit does make for a couple of cohesive tracks: the wonderfully free-wheeling Burundi Blues and the calypso-inspired The Whole World’s Down On Me. Snap — World Power, Arista 41990 . Ultra def Snap is a commend- able substitute for coffee in the morning and doubles as a sub- woofer whacking social lubricant after dark. The opening cut, The Power is doing big business for Snap rapper Turbo thanks to some feisty rap, a devastating house bottom line and the super-soulful confirming refrain, ‘’I’ve got the power.” Led Zeppelin riffs lifted from Whole Lotta Love and Heart- breaker are the sound bites snap- ‘ped up to provide a framework for the other strong cut on the release, Witness The Strength. Snap stretches for a bit of fun on Blase Blase, giving us a couple of wizened elderly rappers remembering when. . While not a classic, World Power stands out in an increasing- ly crowded field. Mellow Man Ace — Escape From Havana, Capitol Records 1989 Cuban expatriate Mellow Man Ace, 23, is basically a suburban Los Angeles product who got into rap music eight years ago when he heard Run-DMC. But what makes the Mellow Man’s brand of music an evolu- tionary step up the rap ladder is his incorporation of both Spanish and English languages and musical nuances. In terms of sound it means Santana samples and plenty of percussive embellishment. And the Spanish language lends itself to some scintillating rapping coming from the right mouth. Hot production work by Def jeff the Dust Brothers, Johnny Rivers and L.A. D} Tony G. help to pressure pump the Mellow Man juice. es vee THIS SUNDAY, the North Shore’s very own Nardwuar the Human Serviette presents Don Juan’s Fried Carrots, a five-band gig featuring (from West Vancouver) The Smugglers, The Evaporators, (from Vancouver) The Worst and Medusa’s Wrath and (from Mt.
