The issue revolves around the Panorama Drive area and a two-year neighborhood rhubarb over a Deep Cove marina owned by K.J. Kim. For those who might have missed the stery as it unfolded, Indian Arm boat commuters who used the marina’s dock facil- ities initially complained to the district about the dilapidated state of the marina and demanded it be overhauled. Council agreed. But Mr. Kim pleaded poverty, telling coun- cil that he could not afford to repair the mari- na, which raised the ire of local boaters. He could, however, afford to upgrade the marina and dock if approval from council allowed the affixed upland property te be rezoned into expensive waterfront housing est cone IS alive and well in lots. The move further raised the ire of some Deep Cove residents, who saw a lucrative trade-off in favor of the marina owner. But approval-in-principle was granted in November 1994 for a seven-lot singte-family subdivision on the marina site. At council’s Nov. 27 meeting, some resi- dents voiced approval for the proposed subdi- vision and how the marina had been run over the past few years. But not everyone was happy with the deal. A development with security gates that will separate the subdivision from the rest of the surrounding community is not neighborly. One resident at the Nov. 27 meeting opined that the gated development signalled the start of Los Angeles-style yuppie subdivisions. Hyperbole, perhaps. But it does signal the erosion of open neighborliness in Deep Cove. Let’s hope it’s not the next North Shore trend. It says that there will be a speed tolerance of !0 knvh or the speed traveled by 85% of the vehicles. This in itself is an indictment of the speed limits. No one wants to speed; we want the speed limits changed, Most highway speed limits go back to the concept of energy conservation, not engineering or traffic accident studies, The poiice, some politi- cians, and ICBC say ‘t is for safety. Well then, why are not speed limits of 30 km/h in the © city and 60 knvh on the hi; way? Wouldn't that be sai If tickets are not for cash then why do the police use se many tricks and traps to catch speeders.? The entrapment is worse than that used for criminals, I saw them setting up a photo radar unit at the bottom of a long downhill on the highway. And, this stretch was just after a passing zone where the passing . cars, those going fastest, would te coming downhill. Tell me that won't be a money camera. Here are some reasons speed limits should be raised where it makes sense: @ All drivers will save time, and this is worth a lot to them; @ Drivers will not have to pay as many speeding tickets; M Police attention will be diverted back to prevention and apprehension of crime; Respect for the police will ne up.
