10 — Sunday, August 30, 1992 - North Shore News Ratepayers, marina owner seek moorage solutions Seycove docking facility WITH THE lifting of a looming deadline that threatened to turn the quiet government dock in Deep Cove into a dangerously overloaded moorage facility, the owner of a North Vancouver marina and a liaison group consisting of members of the Indian Arm Ratepayers’ Association (IARP) have opened discussions to avert possible confron- tations between the two sides in the future. K.J. Kim, owner of Seycove Marina, had issued a Sept. 30 deadline to the Indian Arm com- muters that would have suspended their moorage privileges at the marina because of problems aris- ing from alleged cule: infractions repeatedly committed by certain members of the association. IARP representatives countered that they were being used by Kim as a bargaining chip in Kim's bat- tle with North Vancouver District for a development of single-fami- ly homes on his 17-acre site. The land is currently zoned as park and recreation. Following an Aug. 24 in- camera district council meeting that addressed the dispute between the marina and the commuters, Kim contacted some of the com- muters and offered to extend their moorage leases until March 31, 1993. McCredie News Reporter mitted marina refurbishment in- quiries to the Vancouver Port Corp. — the water-use lease gran- ting authority — and is consulting with professionals to put together a development proposal for the district. “We're hoping to get a long- term lease from the port authori- ty,”’ said Kim. “That way we could grant five-year leases to the commuters.”” Seycove’s current water lease is renewed every year. Kim hopes to turn the neglected marina into ‘‘a class-A facility’’ with money raised from the de- velopment of his land. the council eeting, he was told .§ by district representatives that council looked upon | the situation as a ‘“‘private matter.’’ **At this point everything looks favorable,” said Kim. “We are more than willing to co-operate with the commuters.’” Doug Clarke, a resident and commuter in Indian Arm, said that “a silent, strong number of concerned commuters have met with the Kims, and agreed to pur- sue a win-win situation.’”’ Kim approached Clarke to con- tact commuters and offer the lease extension option, and to press time, all but one of the 20 com- muters contacted by Clarke had accepted the proposed terms. Approximately 100 indian Arm residents use Seycove marina as a moorage facility. | According to Kim, all present clients of the marina are welcome to stay as long as they agree to abide by the marina’s rules and regulations. Kim sees this latest development in the. relationship between the commuters and the marina as a positive step of good faith coming from both sides.
