The latest attempt to trim “bulk hous- ing” represents the fourth phase of a 15- year process in the district, said assistant planner Joel Lawson. Lawson co-authored an April 1) report to council that recommends ways to amend zoning bylaws to prevent monster houses. Reducing the allowable size of houses on large lots is part of the equa- tion. In other instances, recommendations won't prevent monster houses, said Lawson. He hopes to encourage “articula- tion.” which he described as “ways to make buildings fit on to the site better without necessarily making the building smaller.” A box-like house with unbroken "expanses of roof, wall or foundation con- tributes to visual bulk. he said in’ the report. (21.3 sq. m) to 500 sq. ft. (45 sq. m). Parking would then be allowed in the accessory building. To encourage flexible designs in hous- es, recommendations include: @ implementing a formula to limit site coverage, @ partially exempting open trellises, which can reduce apparent bulk, from site coverage regulations: & allowing garages in the front yard to we st vancouver District Council soften the bulk of the dwelling. The report added that a 10-foot (3m) setback from creek preservation areas should be considered. The report has gone to the Advisory Planning Commission and Advisory Design Panel for review and comment. Council wants a public hearing in mid-June and so has asked that comments come back to council by May 22 Lawson anticipates the two groups will have a lot of comments to make and added: that many changes in the recom- mendations will occur before anything is adopted by council. The report included a number of other “housekeeping” recommendations, in- cluding: — lowering the height of crawl spaces excluded from floor area ratio from 5°11” to four feet. — limiting the number of garage doors facing a street to three. The latter recommendation stems from an ineffective current regulation that jim- its garages to three spaces. Many larger homes include more than one garage, each with three spaces.
