IT WAS pub night at North Vancouver City council Monday night, with council members grappling with four separate applications for neighborhood pubs. There are now at least five groups who want to start neighborhood pubs in the City, which doesn’t have any of the popular drinking a philosophical debate between Aldermen Stella Jo Dean and Gary Payne on the benefits of neighborhood pubs, with Payne calling them “amenities” similar to corner groceries, and Dean Saying that encouraging them could lead to more alcoholism and traffic ac- cidents. She pointed to Ireland which, she said, has a high ratio of pubs to people (62 pubs to 1,200 people in one Dean was not impressed by the abundance of pub proposals. “You'd think that people in North Vancouver City were really boozers to look at tonight’s agenda.” One of the applications Monday was from Whispers Cabaret, which wants to change its status from a cabaret to a neighborhood pub, meaning changing its closing time from 2 a.m. to 11 p.m. and cutting its capacity from 175 to 65. Five neighborhood pubs on tap East Ist Street, in the 200 block West Ist Street, 1421 Lonsdale Avenue (Whispers), at the corner of 15th Street and Eastern Avenue, and at the corner of West 14th Street and Bewicke.
