District slams new land act ‘DON’T ERODE our powers!’ was the message North Van- couver District council gave Victoria Monday. Council voted to tell the provincial government its Land Use Act should be revised because otherwise it would strip municipalities of their planning powers. District council will give the Greater Vancouver Regional District and the Union of British Columbia Municipalities the same message. Only Alderman John Lakes was against the motion put forward by Alderman Ernie = Crist, though some other council members didn’t like Cnst’s phrase, ‘erode municipal rights.” The Land Use Act (Bilt 9) was introduced in December by Municipal Affairs Minister Bill Vander Zalm, and is scheduled for debate this spring. It ts designed to streamline the planning process and impose a measure of standardization on municipal and regional planning across the province. But aldermen feared the powers the act would give to provincial officials — whom Alderman Mary Segal referred to as “bureacrats in Victoria who may never have laid eyes on the land they're making = decisions about.” And a report by Gabnielle Hunken, a Distrnect planner. states: “As drafted, the Act does not recognize the complex. mulo-disciplinary needs for planning in the urban areas of the Province. Crist said the act, if it goes through unamended, would turn municipal governments into rubber stamps. He called Bill 9 undemocratic, as il takes away power from the level of government closest to the people. Mayor Don Bell said the general intent of the act is good, but some parts of it should be changed in ac- cordance with Hunken’s report.
