Dear Editor: ' I was surprised by -the headlines given to the proposal by the North Vancouver Social Credit Association to abolish the office of Rentalsman and Jeplace that Act with alternative legislation. Had your reporter been following local affairs, he would have been aware that this motion is almost identical to a motion debated at the 1980 Social Credit Convention. _ Greg Richmond of the tenants association claims that this move would lead to anarchy in the rental market but this statement would appear to be a knee jerk political response to the Social Credit proposal. In the September 6th edition of Sunday News, this same Mr. Richmond stated “The Swap mountain lots Dear Editor: OPEN LETTER TO - WEST VAN MAYOR DERRICK HUMPHREYS Last week Alderman Donald Lanskail announced (on TV) that the District was prepared to negotiate with us about privately~ owned one-acre lots in DL 1123, Hollyburn Hill. It is also stated in the 1980 Com- munity Plan that transfer of development rights are _ favorably regarded. Fur- thermore, the District's September 1, 1981 Brief to . the GVRD suggests that acquisition of our lots may be accomplished by trade, with the private land owner, for land elsewhere in the region...” By special telephone conference, the Executive of the Hollyburn Hill (DL 1123) Property Owners’ Association have authorized ‘below the 1200’ the following proposition: It is understood the District of West Vancouver owns. developable land level, in- cluding in proximity to the developed Public Works Yard at the foot of Cypress Bowl Road. There was no doubt in anyone’s mind that those present at that meeting and _ the UNDER NEW MANAGEMENT After spending 5 great years with Keg Restaurants, Gus Kristiansson, has taken over the Black Sheep. Mitchelle Monteith President Hollyburn Hilt (DL POA 1123) Raymond Rodgers HHPOA Executive Member ’ and Planning Consultant Abolish Rentalsman's office adjudication system, through the Rentalman’s Office is expensive, time consuming to both parties and unsatisfactory.” He “wants to instill a new at- titude towards tenant- landlord disputes” and “the time has come for collective agreements and head to head negotiations between landlords and tenants.” The sentiments expressed by Mr. Richmond are similar to those expressed when the Social Credit motion was debated. The Rentalsman is incapable of immediate action and in many cases tenants are disturbed ‘or terrorized and property damaged or destroyed while the Rentalsman plods slowly through his many procedures. , Before the Rentalsman Office was formed, most A7 - Wednesday, Sept. 23, 1981 - North Shore News landiord-tenant disputes were settled head to head at _ the municipal level with an impartial referee. The system was quick, Cheap and generally satisfactory. A return to this system has been suggested. . The proposal by Mr. Richmond for collective agreements could lead to formation of giant tenant associations pitted against giant landlord associations, without benefit to either the landlord or tenant. While it is generally recognized that the present system is not working satisfactorily and that some alternative is necessary the form this alternative takes can only be decided after debate at all levels and input from all concerned parties. Ernie Sarsfield North Vancouver make Hooker decision organizations they represented demanded that these recommendations be carried out. The council in its wisdom decided to defer action until they had an opportunity to meet with the committee and go through the report with them in camera. That has been done. I understand that the committee has held its last meeting with council and has been dissolved. I suggest that council make their decision on this Report’s recommendations public as soon as possible. Time goes by fast and depending on the decision council makes this could become an issue in the municipal election. The public has a right to know council’s decision now without having another confrontation to get it. C.F.
