WV developer sues Burnaby A WEST Vancouver investruent firm has filed suit in B.C. Supreme Court against the municipatity of Burnaby after its council voted to block a planned $80 million expansion to the Metrotown Centre shopping mall. Cal Investments Ltd., along with Manufacturers Life Insurance Co., filed the court action Juesday to reverse the development moratorium placed on the shopping mall by council until February 1989. The West Vancouver company, with financial backing from Manufacturers Life, completed the first phase of its shopping cen- tre in September 1986 and planned to complete phase two by 1988. But Burnaby planners recommended a development moratorium to allow the municipality time to assess Metrotown development impact on the area.
