5 - Wednesday, July 17, 1985 - North Shore New: Vendor convicted of harboring rats A NORTH Vancouver produce vendor was con- victed of providing harborage to rats with the ac- cumulation of garbage from his stand. By BARRETT FISHER | Alex Brigola from Lions Bay was charged by the North Shore Health Department and found guil- ty in North Vancouver pro- vincial court July 3 under Section 3(b) of the Rodent Control Bylaw, District of North Vancouver. The accused was fined $500 for careless conduct from October 17, 1984 to November 17, 1984. Vector control agent Bert Engelmann said the Health Department will only use the bylaw to press charges if people are irresponsible and uncooperative. ‘We really don’t use it unless we have to,’’ Engelmann said. ‘But it’s our responsibility to protect the public health — that’s very important. We laid charges against the operator because he didn’t coo- perate.’’ Engelman said Brigola left boxes of rotting fruit and vegetables, lumber and newspaper scraps ing about. Engelmann was tipped off’ to the offender selling fruits and vegetables on the old and ; general junk and garbage ly- i area to find live rats. “Ynere can be a problem with this selling fruit directly to the public,” Engelmann said. “I think it’s wor- thwhile to let people know we do follow through with charges to protect people.’’ The embankment below the West 17th Street, above the old Wosk’s site where Bastion Construction. is building a retail/ restaurant complex, has been cleaned by the engineering depart- ment of the District, Engelmann said. “The bank has been cleaned up as much as possible, but there is a slope where workers couldn’t clean any further without endangering themselves. A report will be made to engineering requesting addi- tional work for the longterm solution on maintenance and landscaping, which will be between engineering and Bastion. All I can do is make a recommendation.” Engeimann said the City cleaned up the debris on one of its lots as well as an access path in the same area, ‘‘and I think did quite a good job,’’ he said. Engelmann said he believes the pressie from rmsident Jack Hartley and the North Shore News caus- ed Bastion tc change its mind about contributing to the bank cleaning behind the site. “And they don’t really want rats there,’’ Engelmann said.
