TWO BC Rail shop craft unions
have opted for reduced hours and
slightly smaller paycheques instead
of 39 seniority-based layoffs that
would have taken place !ater this
month, the North Vancouver-
based company has said.

Nearly 200 employees in the
tailway's Squamish shops agreed
this week to take part in a job-
sharing program under which the
net loss per employee could be as
little as $20 per a week.

The employees involved in the
program include 21 members of
the the United Association of
Plumbers and Pipetfitters, Local
170 and 18 members of the Cana-
dian Auto Workers’ Union rail
division Local 102.

According to BC Rail
spokesman Barrie Wall, the
employees would have lost their
jobs later this month because of a
stump in railcar and locomotive
rebuild and repair work. The
slump results from a_ recession-
related decline in freight traffic.

Wall said the Employment and
Immigration Canada-sponsored
work-sharing program will partial-
ly compensate the employees for a
one-day reduction in their regular
five-day work week. That, plus a
reduction in income tax obliga-
tions, will help keep wages at near
normal! levels.

The program can last for up to
26 weeks, after which the unions
and the railway can apply for a
12-week extension. Throughout
the program, the company will
protect the employees’ pensions
and other benefits at its own ex-
pense.

George Kelly, BC Rail’s chief
mechanical officer, said he can’t
predict what might happen when
federal assistance runs out.

“That will depend very much
on the economic climate and
whether we can get back to full
speed before the benefits run
out,’’ said Kelly. ‘‘If nothing else,
the program averts the immediate
threat of layoffs and gives our
employees some peace of mind
through the summer monins.”*
