“et : T q Marcie Good News Reporter IN the wake of an investigation which caught several works yard employees not doing their jobs, North Vancouver District coun- cil has voted to audit the parks and engineering department. “I'm not interested in scapegoats, | don’t want blood on the floor,” said Coun. Doug MacKay-Duan, who put forward the motion. “This is good busi- ness, and net to do it would be negli- gent.” The district will engage an external auditor to conduct an independent audit of all management systems within the division. Insisting this is not an “inquisition,” Mayor Don Bell agreed. Because the department accounts for the largest part of the district’s budget — SE.8 million in management services alone — and “encompasses such a wide range of dis- ciplines,” he said an audit would be use- ful. “T think it is prudent in business on a periodic basis to have a review of svs- tems,” he said. At the end of August, five workers were investigated for “theft of time” after managers received complaints about district vehicles parked in unusual locations for long periods of time. Three workers each received three-day suspen- sions, one was dismissed, and 4 section manager resigned. Coun. Lisa Muri was the only one to vote against the motion, and questioned council orders audit Parks and engineering dent. to be examined after ‘time theft’ why an external auditor should come in to do a job staff are hired to do. “LT just wonder when we're going to trust our staff,” she said. “We haven’: stopped criticizing every department in this municipalirn and | need a breather.” Coun. Janice Harris, while support- ing the motion “reluctantly,” also warned council against: assuming an external audit would be a “golden bul- tet.” The experience of the recently appointed Values Analysis Task Force, she said, has shown thar committees formed to look at matters of efficiency can asily become “unwieldy and expen- sive.” “PI bet dollars to doughnuts that this auditor will come in and ask, ‘What do you want me to do? and we'll go around the table and everyone will have a different idea.” Diebolt on May 5: Roberto Cesar = Soto- Contreras, 23, of no fixed address, received six months* probation after he pleaded guilty to stealing merchan- dise belonging to Mark's Work Wearhouse on Dec. 7, 1999 in North Vancouver District. - Soto-Contreras was required to write a “letrer of apclogy. in English” to Mark’s Work Wearhouse.
