4 — Sunday, January 4, 1998 — North Shore News NVD looks at shared service From page 1 said Crist. “You can call it a shotgun wedding, but that’s the way it is.~ The facts he is referring to are contained in a report he commissioned. Last March, Crist made a motion calling for an independeat study of the services shared by the nvo municipalities. The $40,000 study was prepared by Coopers and Lybrand Consulting and will be before North Vancouver District councillors at tomor- row’s council mecting. Highlights of the report indicate several areas of inequality bur nor all are in the city’s benefit. Its findings conclude that the nvo municipalities’ shared services that are equitably paid for include the North Vancouver Recreation Commission, the North Vancouver Chamber of Commerce, the North Shore Looking for a new start this Spring? Consider this... Arts Commission, Emergency Program and recycling. Inequities were pointed out in the funding levels of the RCMP, SPCA, Fire Dispatch services and othe North Vancouver Museum and Archives Commission. However, only the shared services provided by the SPCA were in the city’s favor — a $50,000-S60,000 bill for the use of the district's pound remains unpaid by the city. “Fm interested in amalga- mation because | believe it’s the best for cach involved,” said Crist. “But I’m noc inter- ested in playing the fool either.” Crist bases his comments on a belief that city residents use the district's playing fields without contributing toward their construction and upkeep costs. However the Coopers and Lybrand report states that “usage statistics are not readi- ly available,” though “past studies have shown that the city has an insufficient number of fields to accommodate demand for rugby, football and soccer.” Crist rakes the inconclusive findings a step further. “The city is building high- rises and we're building the plaving fields,” said Crist. } ae District of North Vancouver stems ement Ss eyurce manag! ang Wt : oor computa on making ement DEC From now until January 12, you can complete your application for admission or re-admission and in-person registration at the Business Administration Department, third floor of the Cedar Building, from 9 a.m.- 4 p.m. during regular business days.
