Janice Harris has accused me of wanting to build a public golf course in Northlands and ‘‘hijack’”? the District Heritage Fund to finance its construction. She also accused me of being a tool of North Vancouver’s ‘‘golf elite,"’ jeopardizing $48 million of potential income from land sales by not building housing. on the 140-acres-plus taken up by the golf course. . The Heritage Fund is money the district receives from its land lease income and has been in existence roughly five years. It stands pres- ently at about $10 million . The fund will continue to grow more rapidly in the future as a result of 4 motion of mine which stipulates that, commenciag in 1994, an additional 10% of all land sale monies will be added each and every year on a cumulative basis so that by the year 2004 not only all income from the lease of land but also all income from the sale of district land will gc into this fund. From then on, all capital pro- fects such as fire, crime, recre- ation and cultural facilities, it is hoped, can be financed from the interest generated by this Heritage Fund, as opposed to paying for them by seiting land, as is the case now. Because the golf course is a revenue-producing facility, my proposal is to finance its construc- tion, not by paying from the pro- ceeds of land sales, badly needed for other capital projects, but by borrowing from our existing Heritage Fund. As soon as the golf course is constructed, revenue from it wiii flaw back into the Heritage Fund unti! the loan along with interests is paid back in full. With a $5 million _ projected revenue for the first five years and considerably more later on, the Heritage Fund should be replenished within. a°~ relatively short period... Oo Coun.
