FEDERAL Environment Minister Lucien Bouchard promised Tues- day that the federal government will institute more stringent regula- tions next year governing the discharge of dioxins and furans from Canadian pulp mills. Bouchard made the statement during a tour of the Woodfibre pulp mill and the Howe Sound region with Capilano-Howe Sound MP Mary Collins. In addition, Bouchard Tepeated his governmeat’s promise to amend federal pulp and paper ef- fluent regulations ‘imiting other mill discharges. . The new regulations will be amended next year and require full compliance by al! mills within two to three years. - Bouchard agreed with a sugges- tion that a moratorium be placed _.on further industrialization of the - Howe Sound area until polluticn problems have been solved. ‘ Neither the Woodfibre puip mill nor the Port Meilon pulp milf cur- rently comply with federal effluent regulations. But both have embarked on multi-million dollar upgrade pro- jects aimed at reducing the amount of dioxins and furans discharged in their effluent. Collins said Tuesday’ 's tour was organized to give Bouchard a chance to see the region and its in- dustries firsthand and to meet the people involved in the industrial and environmental issues facing Howe Sound and its rysidents. Save Howe Sound Society presi- dent Rozlynne Mitcheli, who was also on the tour, said she was pleased with the minister’s state- ment that he would favor a moratorium on any new industri- alization around Howe Sound. But any cleanup of the area, she said, should be at the expense of the polluters not the taxpayers. The federal government closed commercial crab fishing in Howe Sound in June because of continu- ing high dioxin and furan levels found in area fish. The chlorinated organics are a byproduct of the kraft pulp mill process. They do not break down natu- rally, and minute amounts of the toxins have. becn linked to cancer in laboratory aniraals. But Collins said there are sources other than the area’s two pulp mills polluting Howe Sound. And she said she wants to see the establishment of a Howe Sound management plan to ad- dress development and pollution problems.
