Reguiation of drinking establishments is a prime concern of the communities where they are located. If a pub is badly run or becomes a nuisance in other ways, the direct safferers are the local residents. That's why new pub applications must be approved not only by the LCB but also by the municipality - usually after exhaustive community input in the form of public hearings, a neighborhood poil and departmental reports. Houers of operation are obviously a key factor to be considered before a council gives its blessing. A watering hole open half the night is clearfy a very different proposition from one that cioses at 11 p.m., especially in a ‘‘dormitory’’ community like West Van. The extension recently granted to the Square Rigger pub, without any public input, therefore makes a mockery of the original approval process. The longer opening hours may or may not be justifiable. But by completely ignoring community views oa the matter, the LCB is saying that once a pub is sanctioned in the first place, council ceases to have any future control over aspects of its operation that can vitally affect its neighbors. This is simply not good enough. The Union of B.C. Municipalities should press Victoria for an immediate end to unilateral LCB decisions made without consulting those who have to live with the results.
