That exciting little com- munication has a story about NIMBY on the back page. An article, by John Hinck, says that it was politicians who first gave NIMBY its name. A group of ordinary citizens (is there such a group ) had protested in Love Canal, New York, that generators of toxic waste must be made liable for clean-up and for clean-up costs. **The implications of this grassroots rebellion and vic- tory,’’ says John Hinck, **‘put fear in the hearts of chemical industrialists — and for good reason.’’ Hinck’s ‘good reason’ is that people of Love Canal demonstrated a typical and fast growing tendency to end our tradi- tional sacrificing of local en- vironments to industry.
