22 - Friday, June 25, 1993 - North S Clark plan to limit councillor terms fails A PROPOSAL for _ nine- year term limits for North Vancouver City's mayor and councillors failed to gain support for the second time Monday, June 14. NORTH VANCOUVER CITY COUNCIL by Stephen Wisenthal When Coun. Rod Clark first proposed the idea last month, he failed to gain a seconder for his motion. This time, Coun. Bill Bell seconded the motion, and then joined all the other councillors ex- cept Clark in voting against the idea. Coun. Clark said that members of many council committees and civic boards face term limits, and councillors should face the same restrictions. His proposal, which would limit the councillors to a maximum of three three-year terms, would re- quire a change to the Municipal Act. The defeated motion suggested that city staff “research the feasi- bility and mechanisms to achieve’’ the plan. Bell said the reason for term limits for non-elected bodies is “the public doesn’t get a chance to throw the bums out at election time.” Coun. Barbara Perrault said she did not want to ‘‘Americanize”’ the electoral system, and praised the ‘‘valuable experience’? of long-serving council members. Crackdown on delegation presentations IN FUTURE, North Vancouver City councillors will get a chance to decide if they want to hear a delegation on a subject not related to council business. The move, approved Monday, June 14, comes in the wake of a second delegation from Lionel Kenner to complain about coun- cillors’ acceptance of Canada 125 medals also awarded to News col- umnist Doug Collins. Now, if the city clerk ‘‘is of the opinion that the subject matter ... is beyond the scope of council business, the subject matter will be referred to an in-camera meeting of council for final deci- sion as to whether or not the del- egation is to be heard.” GARDEN CENTRE PARK ROYAL closes for the season Monday, July Sth Watch for our big ad in the Friday, July 2nd edition of the North Shore News. ULE hore News SORGIRTAN NIL cuts minimum lot size for duplexes THE MINIMUM lot size for a duplex in’ North Vancouver City was reduced to 5,900 square feet (531 sq. m) from 6,000 square feet (540 sq. m) Monday, June 14, after city council heard no objections to the change at a public hear- ing. The move will affect about 150 city lots previously thought to be 6,000 square feet. Mod- ern surveying methods have determined them to be marginally shy of that figure. City staff proposed the change to save the owners of those lots the $1,500 cost of applying for a_ site-specific bylaw to allow duplexes to be built. NORTH VANCOUVER CITY COUNCIL by Stephen Wisenthal The blanket reduction wil! also save council time spent holding public hearings and considering a potential 150 separate applications, The move wits prompted by the third such bylaw applica- tion this year. Staff will now investigate whether an even lower mini- mum lot size for duplexes is warranted, but same coun- cillors said they were against any further reductions. The change has passed se- cond and third readings and will come up for final adoption ata future council meeting.
