North Vancouver District if proposed
amendments td outdoor customer ser-
vice’ area regulations are adopted by
council.

Starbucks Coffee Company wrote to
the district in February requesting a
review of the regulations.

“Many of our customers greatly
enjoy the opportunity to relax for a few
minutes while sitting at the outside
tables and enjoying the weather and a
hot cup of coffee or tea,” wrote Lisa
Wessels, Starbucks’ business licence
coordinator from Seattle.

Wessels acknowledges that outdoor
seating is not always practical but says
Pacific Northwest “mid-winter days can

be spectacularly beautiful days of sun-
shine and warmth.”

Planning staff drafted changes to the
district’s business and zoning bylaws in
July noting the Starbucks letter “and
requests from other businesses to tiber-
alize the regulations.”

Director of Planning Irwin Torry
said bylaw enforcement officers are con-

Vancouver City and the West Vancouver
District do not.

Torry says he has concerns abour
