(Ellsworth Dickson photo) Highway improvements § Population to reach 23,000 By PAT RICH ‘Refurbishing’ rather than redevelopment should reflect the future of the Lynn | Valley area, according to a planning report tabled last week at North Vancouver | District council. | The major changes | recommended in the report are those involving roads and intersections. A link between Braemer Road and Dempsey Road, direct access from Mountain Highway onto the Trans Canada Highway and the closure of Ross Road West at Lynn Valley Road, are all called for in the report. The report notes that the Lyon Valley area will support a total population of 23,000 and that this level! should be reached within about seven years. Esplanade Ave., North Vancouver, B.C. 980-2876 housing types including single-family, medium and high density,” the report says. “Major objectives are to maintain this choice but to disperse the low density and contain the higher densities within the core area.” The major proposed development calls for 320 housing units in the north- western periphery, serviced by the Braemar and Dempsey Road extensions. Blocks of housing units are also proposed for the Tourney Road and Un- derwood Avenue extensions and the Kirkstone Road area, as well as a_ lesser number of units in other areas. Concerning traffic in Lynn Valicy, the report says “although the road network is well established reflecting the needs of a_ relatively mature community, several improvements are warranted.” Linking Mountain Highway and the’ Trans Canada is recommended because “access to the Upper Levels is poor, resulting in considerable delays.” Noting that the Lynn Valley Road - Ross Road intersection “has the highest accident record in Lynn Valley, the report recom- mends “closure of Lynn Valley Road to the in- tersection with Baird Road and the land to be in- corporated in future commercial development.” The report predicts greater demands will be put highlight Lynn Valley plan on parks and_ recreation facilities in the area and makes a number of recommendations intended to improve the parks. Walter Seminoff, an in- spector in the Vancouver post office, told the Marin Commission into postal security that he last received a request from the RCMP to open mail five months ago. “I have never acceded to those requests,” Seminoff testified. “I have never turned mail over to the RCMP because our in- structions (from superiors) were not to open mail or turn it over.” Semihoff acknowledged also postal inspectors were asked by the RCMP to make “controlled deliveries” - a delivery of mail that the RCMP had advance knowledge of.
