When = discussing Cove Forest |. and Mountain Forest GUARD points to the nega- tives of growth: congestion, pollution, and the loss of hiking, biking and horse trails. Those concerns must be met by stronger pollution controls, better public transit, and creating trails in other areas — perhaps the new Indian Arm park. But closing develop- ment in an area bounded by ecean and moun- tains is a head-in-the-sand response to the . Timothy Renshaw Despite his critical analysis and the manner of their parting, Flanagan exhibits no personal ani- mosity towards Manning. On the contrary, he gives the leader full marks for an extraordinary overall achievement in building Reform in so short a period to 52 MPs. But he sevs the present point in time as critical. It's the point that finds Manning “waiting for the wave” of populist sentiment that could finally sweep Reform into power at the next clec- tion.
