N. SHORE FACTS Population aging in Wv From Page 32 rick Humphreys, says setting is also an important factor in the identity of the District of West Vancouver. ‘Preservation of the natural beauty and park-like environ- ment”’ is a distinguishing charac- teristic, he said. The present population of West Vancouver is «estimated at 37,077. Like the other North Shore municipalities, West Vancouver experienced a boom in growth in the ’60s and °70s, and a subsequent slowdown. The municipality grew by 17,243 people in the 15 years between 1956 and 1971, but by only 637 people in the same length of time between 1971 and 1986. One ef the factors contributing to the growth boom period in West Vancouver was the introduction of apartment zoning. Before 1958, West Vancouver was dominated by cottage style homes and later by larger detached dwellings. Almost all housing was individual single family homes. APARTMENT ZONING The introduction of apartment zoning in 1958 brought the pro- portion of multiple family dwell- ings up to about 30 per cent. A freeze was put on apartment zon- ing about 10 years ago. While some new building is be- ing done, specifically in Caulfeild Plateau and above the Upper Leveis, there will be tittle increase in overall population because household size has diminished — there are more households with fewer people in them. West Vancouver is a residential community with virtually no in- dustry. As Mayor Humphreys points out, the district is charac- terized by the ‘advantage of a marine foreshore for our residen- tial population.’’ The district has the second highest proportion of seniors in the whole greater Vancouver region, after White Rock. At the same time the number of children under 14 years of age has been declining. According to 1981 census fig- ures, West Vancouver has the North Shore’s highest average household income at $45,147, as compared to $37,761 in North Van District and $22,997 in North Van City. Mayor Humphreys stated that West Vancouver District has among the lowest municipal taxes in Canada. ‘‘We have morale in all our staff and employees, morale gives productivity, and productivi- ty gives an economic municipali- ty,”’ he said.
