Tapp, who would have sub-leased space from Van- couver Surf Sailing on Argyle, was tumed down because of concerns that in- creased bicycle traffic in the area would only add to the number of complaints the Parks and Recreation Department has been receiv- ing about bicycles using the seawalk instead of the designated bicycle route and creating a hazardous situa- tion for pedestrians.
