By Martin Millerchip Contributing Writer On Monday night North Van- couver District Council passed the three bylaws to third reading that will amend the district and Seymour official community plans and create a comprehensive devel- opment zone to include: @ai 133-acre (54 hectare), 18- hole golf course with a driving: range, clubhouse, restaurant, cof- fee shop and lounge; @® acommunity park; @ 127 units of housing; ® a secondary school; @ an elementary school. The bylaws passed by the ex- pected 6-1 margin, with only Coun. Janice Harris continuing her oppcsition to the $9.5 million golf course. The Northlands site is bounded by Mount Seymour Road to the east, Northlands Drive to the west, an extended Hyannis Drive to the north and Mount Seymour Parkway to the south. Mayor Murray Dykeman ‘said he viewed ‘‘with pride and con- fidence’ the ‘“‘extensive, thorough public investigation’ of the golf course proposal. “The addition of this to the Parkgate Centre will mean the (Seymour) community has come of age,"’ said Dykeman. Describing members of the North Shore Public Golf Course Society (NSPGCS) as ‘‘heroes’’ for work in pioneering the golf course concept, Coun. Rick Buchols said that the golf course will be the only facility in the district that will pay for its operating costs. He reminded residents that they were paying only $1.75 to use the Karen Magnussen wave pool while green fees for Northlands will be closer to $30, ‘‘not $3.50.”’ But Buchols said he felt no em- barrassment at providing a facility that ‘‘our solid citizens’? could af- ford. Coun. Jim Cuthbert said that he preferred the golf course as a means of maintaining the district's natural setting. But he said that he will focus on refinements to the present layout proposal. Cuthbert suggested that the pian should incorporate pedestrian and cyclist access to the course und not restrict the public to the pe- timeter trail. The golf course design pres- ented at last week's public hearing is considered a preliminary con- cept. Council will seek a final design upon final adoption of the bylaws. Council has made no decision on how to fund the development of the golf course other than allo- cating $1.1! million and $8.47 mil- lion in the 1993 and 1994 capital budgets. Meanwhile, Harris continued to call for a public referendum on the issue.
