“4 - Sunday, April 24; 1994 - North Shore News calls for private-sector rink proposals NORTH VANCOUVER Dis- trict is secking private-sector proposals to provide the municipality with an ice rink. NORTH VANCOUVER DISTRICT COUNCIL by Martin Millerchip At council's request the reere- ation commission has been examin- ing possible sites in the district for a tink facility capable of serving the expanding Seymour area. Al pre- sent, the area has no ice rinks at all. . But there are so many: variables with regard to land costs and private financing that council agreed * Monday to actively pursue expres- sions of interest from the private sector as well as formally approach the Burrard and Squamish bands in order to better assess what feasible options might present themselves. . Both.councif and the commis- =, sion want to see a rink serving Seymour not later than the 1996-97 season, but apparently wish to avoid a large capital outlay. ; “> A commission report makes it clear that a double rink could be ‘constructed on the Ron Andrews °: site if the creck was returned to its * . Original bed. A significant number . . Of. trees would need to be cut and the fitness trails relocated. The background summary con- cludes: “Further, it is likely that it ... would néed to be a publicly funded " ‘Project given the site limitations.” -ts The same, report notes that an additional ice surface:could be added. to Karen. Magnussen Arena, but would not serve the Se ymour area, / _.. Both the Squarnish ahd Burrard --Bands have had discussions with . ‘private developers abouti the possi- * bilities of constructing a four-rink ~ complex and inviting the rec com- mission to operate it. But Gary Young, director of. Choose from an ineredible selection of Minis, Micros and Verticals and SAVE 55% OFF! recreation, points out that there are a nuntber of proposals for commer- cial rink operations being floated in and around the Greater Vancouver area, Young suggests that three to four rinks and a licensed lounge are required to make a commercial ven- ture economically viable and won- ders whether such a facility in Coquitlam would attract the Vancouver users that might be nec- essary Jo support a North Shore fourplex areng. “Tt may be that the first four-rink complex either on the North Shore or in Coquitlam would take this additional market share (Vancouver) that is required for successful operation. As a conse- quence, some speed of decision- ~ making is required,” said Young. The most likely bet for a multi- rink site on district land would appear to be a parcel of land on the lower: part of Capilano College, near the corner of Lillooet Road and Mount Seymour Parkway. The Economic Development Commission (EDC) supports this site because of its close proximity to major transportation networks and the potential for other retail business. The rec commission staff report concludes: “While at this point the ‘lower Capilano College site is a viable option, by going to a call for expressions of interest, the district is’ not committed to this site as the only option for locating the arena. “The proposal call opens the door for the Squamish native band to build on native land, as well as providing an opportunity for the pri- vate sector to propose building on privately owned land. “The recreation commission with direction from councils could then-contract to purchase up to ‘2,000 hours which would still be more cost-efficient than building “and managing. a facility at Ron Andrews.” . 4 ‘SALE ENDS April 30th Vancouver 1226 Marine Dr. 984-4407 ..
