NORTH VANCOUVER DISTRICT COUNCIL by Martin Millerchip That's the message North Van- conver District Council agreed to serid to the community Tuesday when it passed a motion declaring that ‘‘all municipal buildings be classified totally smoke-free.” According to North Shore Med- ical Health Officer Brian O'Con- nor, passive (or second —hand) ismoke is now classified as a car- cinogen by the United States En- vironmental ‘Protection Agency (EPA). ‘O'Connor told council in a let- ter that Lower Mainland medical health officers are in unanimous agreement that ‘‘smoking and its effects should no longer be treated as a ‘nuisance’ but rather as a major health risk.’’ The metropol- itan board of - health will. be recommending to the province that ‘all restaurant smoking be banned. North Shore Health hopes that a municipal initiative will provide leadership and an example to the community. The organization is also examining ways to strengthen smoking bylaws with a view to restricting smoking in all public areas such as shopping malls and restaurants, But not all council members were convinced that legislating a total smoking ban is the answer closest to home, Coun. Ernie Crist suggested an amendment that would have created a ‘‘specially designated and totally enclosed and ventilated space"’ for municipal smokers. Crist argued that if local goverment workers were driven outside to smoke, the public would leap to the conclusion that municipal employees had nothing better to do but smoke.
