B.C. HOUSING THE STRONG upturn in the trend-level in B.C. hous- ing starts is moderating acc- cording to the Canada Mor- tgage and Housing Corpora- tion. Singles and multiples are down over last month. Starts are down 10 per cent in Oc- tober from September. _ Actual starts- total 2,329 units, which is down: from Sepiember’s 2,578 units. Compared to October 1986, starts this month are up 37 per cent. October’s decline occurs in many centres, notably Vancouver from 1,796 units to 1,476 units and Victoria from 313 units to 152 units. However, gains are evident in Matsqui from 160 units to 284 units and in Kelowna from 114 units to 157 units. On a year-to-date basis starts are up 42 per cent in B.C. over last year and for the first time leads all pro- vinces in this category. On- tario, which had been ahead, _is showing a 37 per cent gain. The Canada average is 30 per cent. Many centres in B.C. are above the provincial average. While B.C. starts are up 42 per cent, the gains are higher in Kamloops, Kelowna, Matsqui, Victoria, Prince George and Nanainio among the larger (5v0,000+ pop.) centres. In the smaller centres some of the percent- age gains are larger, though partly due to the arithmetic of smaller numbers. Around 29,000 units are 10de rate expected in 1987 for all B.C. The all areas estimate to Oc- tober is 25,000 units and about 2,000 units per month in the remaining two months are likely. Trend-level probably at a peak in August. Lower | seasonally adjusted starts in September and October are a clue to its future values, Also if expected starts in November and December materialized, the trendline will be down. However, this comes off a strong (63 per cent) upturn that began in March. New construction of single family dwellings is lower in October to 1,150 units from 1,210 units in September, This reflects the seasonal decline that occurs at this time of year. In urban areas of B.C., singles starts are up 28 per cent over last year for the January - October periods. Urban Canada is up 20 per cent on the same basis. . Most of this year’s gain is in areas outside the Van- couver CMA. Last year singies starts in Vancouver accounted for 67 per cent of urvan B.C., whereas this year 62 per cent of starts are in Vancouver. Or, Vancouver singles starts are up 18 per cent, while all other centres are up 47 per cent over last year. The trendline declined for the second month at an in- creasing, though very mod- erate, rate. Trend-level starts are singles starts are 1, 1,314 units in September, 1,322 units in’ August, and 1,326 units in July. . This suggests more con- clusively that July is the starts trend peak. . Next month's starts forecast is 1,065 units.and it ‘implies a further and a larger decline in the trendline. Last month's forecast (1,120) turned out to be close to ac- tual. For the year as a whole, all areas B.C. singles starts are expected to be 16,000 units. This is an increase of 23 per cent over 1986 and the highest level since 1981. Lower interest rates since October 19 should result in higher starts in the following three to five months. There will likely be a wait-and-see attitude in the meantime. Anytime such a major event occurs, hesitancy is not unusual. The possible ero- sion in confidence and cer- tainty could well be offset by the attractiveness of lower mortgage rates and, if no other shocks occur, con- fidence could well end up to be higher than before Oc- tober 19, Condominium starts are up in October to. their highest level in this cycle.
