A professional engineer, McMinn was born and educated in Scotland, im- Migrated to Canada 13 years ago and became a Canadian citizen in 1976. He is marred with two school-age children. Com- munity activities include the North Van Kiwanis, a seat on District’s Advisory Design Panel, service on a strata council executive and coaching junior soccer. ‘‘Clear priorities should be developed,’’ McMinn says, for services which must be maintained or improved, and those which must be eliminated or reduced to Maintain strict budget control.’’ Industry, he stresses, ts a key element in the communi- ty, providing much needed jobs and taxes.
