sibility of the balance of

“Mr. Broadbent said he
would reduce interest rates
in Canada but he didn’t say
how. The truth is that there
are only two ways — one by
continually devaluing the
Canadian dollar by printing
more money and the other
way, by exchange controls
and in effett restricting or
eliminating holidays of
Canadians abroad.

“Is Mr. Broadbent propos-
ing exchange controls? If so,
he should have the honesty
lo say so.”

Gibson also attacked
Prime Minister Joe Clark's
Conservative government,
claiming that its six-month
record had been “a series of
broken promises and _ flip-
flops” — including an alleg-
ed “sell-out” of the Foothills
oil pipeline project in
negotiations with US. Presi-
dent Carter.
