&2 - Wednesday, December 9, 1992 ~ North Shore News WY council upbraided for tax penalty charge UPSET OVER rising West Vancouver municipal taxes, Ron Baldry has gone to bat for a woman who was charged a penalty for pay- ing her taxes fate, even though she didn’t reccive her tax notice until after the payment due date had pass- ed. By Maureen Curtis Contributing Writer During question period at the Nov. 2 West Vancouver District Council meeting, Baldry criticized council for its Oct. 19 refusal to waive the penalty for the Millstream Road resident who did not receive her tax notice in time because it was incorrectly address- ed by municipal staff, who then did nothing with the notice for some time after it was returned, Canada Post was also blasted for failing to realize thar the woman received her mail at a nearby address. “For four weeks, the notice sat at the municipality, with notk’ being done,”’ said Baldry. He said he could not under- stand the delay, when he was able to look up the weman’s address in the telephone book in fess than a minute. West Vancouver's municipal manager Doug Allan said the woman's notice was not dealt with because staff is extra busy at tax time, and deals on a first-priority basis with those who have paid their taxes but have made an error in doing so. But Baldry said, ‘“‘Either the volume of tax material is so high that extra help is needed at the municipality, or the staff is not efficient enough.” Mayor Mark Sager said he lad some ‘treal sympathies,’’ with the case. But he said the Oct. 19 decision had been made because it was assumed that residents know that the taxes have to be pak! and that it is their responsibility and not the municipality’s to make sure they are paid on time.
