By STEPHEN BARRINGTO Contributing Writer Following a public hearing Monday, council gave second and third reading to a zoning amend- ment that would alow the con- struction of a 14-unit residential project at 223-233 East 8th St. During the public hearing Ald. Allan Blair questioned whether the city was setting a precedent by having part of the three-building development, run the full length of the site. He said he was concerned that a similar development, on ad- jacent lots, would result in rows of identical housing along the street. “We don’t have established guidelines to prevent rows,’ city planner Richard White replied.
