10 - Sunday, January 1f, 1987 —- North Shore News W.VAN HEARING ON UPPER LEVELS DEVELOPMENT High turnout expected at public meeting WEST VANCOUVER Secondary School theatre has been chosen as the location of the Jan. 12, 8 p.m. public hearing for the Ancore multiple-family development proposed for the Upper Levels on Cypress Bowl Road. Puolic hearings normally take place in council chambers at District Hall, but the location was changed to accommodate an ex- pected high attendance. Over 250 people attended the original Nov. 3 public hearing. The meeting was adjourned due to changes in the proposal which called for further study on the part of municipal staff and council members. “in response to the recommen- dations of council and staff, we have today succeeded in obtaining the development rights to 17 (addi- tional) acres of iand ... to transfer to our 13 acres ....’" Ancore presi- dent Bob Annable announced Nov. 3. Mayor Don Lanskail, then a mayoralty candidate, had made a pledge to voters that there should be no changes to zoning, density or infrastructure without proper community input. Derrick Humphreys, the then tnayor of West Vancouver, felt that the enlarged proposal was an entirely different matter than that previously advertised to the public. J. Cupit of West Vancouver Residents for Controlled Growth (WVRCG) has charged that the Ancore project paves the way for a doubling of the city’s population in 13% years, overtaxing Lions Gate Bridge and local community facilities. Of the 2,500 people who answered a poll sent out by the WVRCG, 1,797 preferred single- family housing in the Upper Levels, while 570 were in favor of low-rise development. Humphreys had charged that some of the remarks made by the WCRCG in the mailings were ‘‘overstatements’’ and ‘‘arithmetical misstatements"’. In the past, district staff have told council that an alternate single-family development on the steep site owned by Ancore would create difficult building lots, necessitating more blasting and denuding the hillside. Ancore said multiple-family development will cover less of the site, preserve more of the natural cover and view, create an assessed value of $15,000 (as opposed to $6,000 for single family) and result in $80,000 to $100,000 more in taxes annually. Ancore also claims that West Vancouver’s population has had “near zero growth" for the past decade, such that “the young are leaving and the average age is ris- ing.” D.E. Perey, a resident in favor of the proposal, commented in a feuter: ‘tlt makes more sense to house people on the rock of the North Shore, rather than continue devouring up the fertile Mats of the Fraser Valley.""
