GVRD watershed projects in

Water committee
deadlock leaves
upgrade up in air

A deadlock at the Greater
Vancouver Regional District
(GVRD) board has left the
future water quality of the
North Shore watersheds up in
the air.

Last week, the board was split on
what to do with a planned $275 mil-
lion water filtration and ozonation
project planned for the Seymour and
Capilano watersheds.

“It's not whether to build them,
it’s when or rather how quickly,” said
GVRD spokesman Bill Morrell. “The
question was one of timing.”

The reason half of the board mem-
bers supported postponing the project
is that a half-billion dollar expenditure
to revamp the Lower Mainland’s
sewer treatment facility at Annacis
Island is already under way.

“There was concern over a signifi-
cant rise in the water rate and thus
municipal taxes,” said Morrell, adding
thar the significant rise in the sewage
rate is already being passed along.

North Vancouver District Mayor
and GVRD water committee chair-
man Don Bell said the committee
members were evenly split on the
postponement issue.

As a result, said Bell, they decided
to kick the issue back to the whole
board without a recommended course

“It’s a very difficult decision when
a board receives a report with an even
split,” said Bell.

Subsequently, the bourd i: fen
kicked the question back to the water
committee ata Dee. 12 meeting and
asked for a review of the issue with a
request for a recommendation.

Bel! supported going ahead with
the planned construction of the sec-
ondary water treatment facilities, bur
was unable t secure consensus from
other committce members.

When the water conimittce revisits
the issue in the new year, a change in
its make-up may result in breaking the
deadlock as new appointments take
effect in the new year. Bell will no
longer participate because he is mov-
ing, on to become chairman of the
GVRDN’s air quality committee.

resentative on the GVRD water com-
mittee.

As the GVRD continues to wrestle
with indecision, the North Shore’s
Medical Health Officer Brian
O’Connor maintains the projects
should yo abead as soon as possible,

“There's no immediate danger, the
water is safe, bu: there is a concern
that something. could happen,” said
O'Connor. “These are preventive
measures we are recommending.

“We don’t have all the safeguards
in phice ... to ensure the water remains
sate.”

Meanwhile, a North Vancouver
environmental group is pushing an
akernative approach that calls for a re-
evaluation of the decision to build the
secondary treatment facility in the first
place.

Ross Muirhead, director of Friends

of the Watersheds, made a presenta-
tion to the GVRD board on Dec. 12 §
and suggested scrapping the whole
proposal,

“There’s a probiem back in the
watershed, bur instead of addressing it
at the source, they're (GVRD)

addressing it after it (water) has gone &

through,” said Muirhead.

He said logging and road building
in the watersheds has fed to many of
the problems that have resulted in the
need to address water safety issues,
including turbidity.

Muirhead and company also dis-
count some of the health-related
advice given to the GVRD.

“I think some of the medical offi-
cers have unfounded concerns about
the water supply,” said Muirhead.

“If we restore the watersheds back
to a fully forested cover — that will
reintroduce natural filtration.”
