Craig Clark, chairman of the Karen Magnussen Recreation Centre technical committee, is proposing a leisure pool at the Karen Magnussen Arena. A leisure pool is under five feet deep with no div- ing area. . The leisure pool concept is modelled after the Haney Leisure Centre, except Haney Centre has a full length swimming/diving pool in the same complex. Lynn Valley is building the leisure pool only. Westover Community School Parents Council unanimously feels Lynn Valley needs more facilities available for older children i.e. 10 to 15 years old. A full length swimming/diving pool would ac- commodate this age group. Obviously you are a recent ar- rival to West Vancouver and have not yet become aware of the longstanding and significant pro- portion of adult-senior families residing here. Nor have you real- ized, yet, that the uniquely friendly and sharing character of this ‘municipality is the direct result of their influence. Your term ‘‘spot-zoning’’ has become a catchword in recent land use planning and development matters in the municipality, used mostly by those opposing proposed buildings, and who have little or no knowledge of planning princi- ples or processes. Apart from the flawed initial logic of urban planning precepts, our ways of living have changed, and continue to do so. The profes- sion, of course, recognizes this, and community plans are no longer written-in-stone documents, with '‘spot-zoning”’ as the ultimate decescration. For years neighborhood and area outline plans have contained a mix of residential types, with carefully integrated commercial, recreational and even industrial uses. And as aging neighborhoods enter the re-development phase of their lifetimes as they must, these principles apply, albeit with regard for the existing development. This is best addressed through a pro- cedure of discretionary approval, involving both the administrative and political -or subjective con- siderations involved. With respect to your statements about the lucal economy and tax base as it is affected by seniors liv- ing in the municipality: profit- making housing is part of the | commercial tax base, which is con- siderably higher in terms of reve- nue and less service-cost intensive than single family housing. That young families wit. children de- mand more and more costly com- munity resources than adult-senior families is wel] documented. Welcome to West Vancouver, R.M.
