8 - Friday, October 24, 1986 - North Shore News CEU ‘NEEDED CLOUT’ Cap College union votes to merge THE INDEPENDENT CAPILANO College Employees Union (CEU) has voted 94 per cent to merge with local 378 of the Office & Technical Employees Union (OTEUV). CEU president Mick Maguire said Tuesday the vote was taken Saturday “becuse we needed some clout.” Formed in 1974, the 140- member CEU has been a bargain- ing unit since 1983, OTEU local 378 has about 6,200 members. Maguire said the CEU had only just ratified an agreement with the college in August after negotiating for almost two years. The union's contract pired in 1984. “So we had been without a con- had ex- tract for two years. ft (the situa- tion) really reinforced the need for professional help. The days of amateur trade union representation are over.” The OTEU was chosen, Maguire said, because it was seen as a proe- ressive, noncontrontational union. In Jate December, 1985, the CEU reguested mediation in a dispute with the college, after col- lege administration presented plans to apply for student employment grants and employ college students in projects that college president Dr. Doug Jardine said would be “nice-to-have rather than need to have." At the Gime the CEU had com- plained that) students would be employed to do union jobs at less than the union’s $10.64 base rate, The dispute has since been ser ed and Maguire expects the union's contract will be signed before Christmas. The three-year contract, which expires at the end of September, 1987, calls for no wage increase. CEU members include aff cleri- cal, technical and maintenance staff at Capilano College. The majority of the union's members earn between $12 and Si4 per hour, Local 378 of the OTEU repre- sents workers at ICBC, B.C Hydro, SkyTrain and 16 other bargaining units in B.C.
