The basics of life are non-existent,” said Slobad. Last May, he began a period of leave from the North Vancouver RCMP to be one of 43 RCMP memoers serving in the former Yugoshavia at the time. The RCMP job was to monitor the local police, called militia, to ensure there were no human cights violations and to oversee that inves- tigations were done correctly. “That's the theary behind it, anyway,” said Slabad, who worked ats an operations manager of the police monitors. He said 150 civilian police offi- cers from 21 nations served in the former Yugoslavia, Slobod described the civil war asa “major mess.” “Everybody is claiming the sume piece of land,” said Slobad. Everyone carries AK47s and side-arms.
