The driver had been attempting to tow a vehicle when someone in the car began to honk the horn. The driver then realized that there were two men in the vehicle. They had been sleeping. The men had no money to pay the tow truck driver to reclaim the car and left the scene. The tow truck driver checked the ignition and discovered that the ignition had been punched out.
