4 ~ Friday, November 18, 1988 - North Shore News NV CITY COUNCIL Glass recycling rejected LESS GARBAGE will be produced by North Van- couver City, but a greater percentage of it will be glass, following North Vancouver City Council’s failure to en- dorse a glass-recycling pilot project. By CORINNE BJORGE Contributing Writer Instead, the city maintained its commitment to reducing en- vironmental waste by concen- trating on a broader recycling plan as part of a regional environmental program. A committee of municipal engineers and regional staff recommended rejecting the pilot project for recyclable glass because it would cost the city too much money. “The bottom line was that (the plans) were rejected because they were not economical at this time,’’ said deputy city engineer Don Bridgman. “‘Recycling would appear to on- ly be successful where you can prove a market for the end pro- duct,” he said. The report concentrates on glass because North Vancouver City already recycles roughly 500 tonnes of newspapers a year and “achieves a near 100 per cent recycling of all ferrous materials (through Burnaby),’’ said Bridgman. “All that’s left is glass and plastics, and right now there is no market for plastics,’’ he said. Bridgman said he felt council would be prepared to ‘‘underwrite recycling to a point’’. Ald. Bill Bell said the Greater Vancouver Regional District should move quickly because the public was obviously concerned with the problem of environmental waste. “The Recycling Hot Line gets 40 calls a week from residents as to how they can recycle glass and how they can recycle tins,’’ said Bell. “There’s no time line here,”’ he said. ‘‘] would like to push the GVRD to get off its hind and get moving on this." Bridgman said Fall ferry traffic up SEPTEMBER TRAFFIC figures show that there were increases in both passenger and vehicle traffic for the British Columbia Ferry Corporation.- On the Tsawwassen/Swartz Bay route, September’s figures show a 6.8 per cent increase in passenger traffic and a 5.6 per cent increase in vehicle traffic, over the same period fast year. . There was a seven per cent in- crease in passenger traffic and a 9.2 per cent increase in vehicle traffic on the Horseshoe Bay/ Nanaimo route. Traffic figures for July and August were also up over the same period last year. “It’s an exciting trend. We have more visitors visiting Vancouver Island in the summer, the tradi- tional tourism season, and now that season is expanding as we continue to get the word out that June and September are terrific months to visit Super, Natural British Columbia,”’ said a B.C. Ferry spokesperson. that while | PRANTPACTION }. « GVRD's overall recycling objec- tives had no deadline, ‘“‘their track record indicates they’re trying hard.”* Bridgman also pointed to the Ardagh Hunter six-month time Umit for the glass management report as an indica- tion of the committee’s concern with deadlines for environmental action. No one should hold office by Acclamation -— tax-payers and residents must have a CHOICE, to elect their representatives. 2. PUT A HANDLE ON TAXES! Yearly tax increases must stop — future taxes must be levied fairly on residential, commercial, & industrial properties, commen- surate with tax-payers’ ability to pay. 3. DEMAND HOME PURCHASE TAX BE REMOVED! Provincial HOME PURCHASE TAX is both unfair & burdensome —- it imposes great hardship on the citizens. 4. PUT SUITE JUSTICE (SUITE BYLAW) ON TOP OF THE AGENDA! a) Zoning on the basis of people use, as implemented by Mayor & Council/87 — rather than building use, is a dangerous route to travel. NO ONE — not even the MAYOR, has a right to dic- tate, as to who is to live in the bedroom, the living room or the kitchen. b) Existing In-Law Suite (Illegal Suite Bylaw) smacks of prejudice — discrimination and is flawed in terms of enforcement. it brings hardship to unrelated good citizens and other deserving members of our society, and prevents them from legally occupying a dwell- ing unit — i.e. senior citizens, young couples, students and single-parents, c) Properly controtied suites in single-family homes, NEED NOT, affect the neighboring property values, and often do ease human & financial hardships, for both mortgage-burdened home owners & lower income tenants, especially single parents. 5.
