A month ago they voted to defer adopting a policy on pubs. On Monday night council agreed once more to approve © neighborhood pubs in prin- ciple, but went on to pass a motion _ prohibiting drinking establishments in any zone except a special neighborhood pub zone, to be created at the time of the first application.
