What steps are taken by the municipality BEFORE the development plans of any developers reach the stage for an application for a land use contract? 2. How much advance notice will be given all ratepayer groups and the public before any formal steps are taken toward: processing the plans of any developers? Will copies of aland sue contract bemade available long before a public hearing on such contracts? 3. How much advance notice will be given to the ratepayers before a public hearing is held. on any development plans? It is the feeling of our group that two or three weeks: advance notice of a public hearing on a development plan on which the pubiic has littie or no information is far from sufficient to generate public interest, formulate opinions and prepare to present those opinions in an orderly way to a public hearing. Indeed, we believe it would be preferable if we were - able to form and present our considered opinions to Dear Editor: council well in advance of any public hearing. You may have observed that His Worship Mayor Volrich, in his inaugural address to Vancouver City. Council, declared that the people who are now living in Vancouver are the ones who should determine the rate and direction of new development in that city. We feel that the same applies with equal force in West Vancouver. Not only should the people of West Vancouver determine the rate and direction of new - development here but they also should be given the time and opportunity to formulate their views and make them known to their elected representatives. City gross charge for swater and sewer rates jumped drastically this year. A very large number of illegal Isuites exist in this city. (i understand there are approximately 2000 illegal suites.) These revenue-pro- ducing suites have been vbilied by N.Y. - » City at the single family dwelling rate. Not only is this grossly unfair to areas zoned for single family dwellings -- it is highly inefficient financial management or mismanage- ment by the City, which requires funds. The only instances ‘where the City is amending the recent water billing to the higher and. more equitable rate is where complaints have been registered that an illegal suite exists. Citizens need not fear intimidation in reporting any and all illegal suites in areas zoned for single family dwellings. The - Administrator, Mr. Ed. Raymond’s office, can be reached from 8:30 a.m. to 4:30° p.m. where correct procedure is available for reporting illegal suites for billing. Surely revenue-producing dwellings in the said zoned areas must be forced under the by-law to share the increased water and sewer rates for 1977. . Until City Council either rezones single family’ area and ALLOWS illegal suites, the present by-iaws MUST BE ENFORCED to benefit of the citizens who pay their fair share of taxes. The elected council members are urged to insist that City staff either produce the list of illegal suites or make haste to compile an up to date list. The Red Cross could operate this service in North Vancouver if there was space available to _ store equipment. Volunteers would operate the service.
