Moving towards a user-pay phi-
losophy, West Vancouver District
Council introduced a bylaw on
Monday, July 13, that will gradu-
ally put residents on a metered
system designed to reward those
who conserve water and make
those who waste it pay more.

The proposed scheme would see
meters installed in an estimated
116 homes per year, according to
Coun. Ron Wood.

All new homes and existing
homes being treated to a more
than $50,000 renovation would be
metered.

A total conversion to meters
may eventually be required. But
the $5.5 million cost of retro-fit-
ting homes, at a cost of about
$500 each, has prompted council
to take a gradual approach.

The bylaw is a response to the
water shortages of recent years
and the estimation that the
Greater Vancouver Regional
District has a capacity to supply
water to two million people in an
area that currently supports a
population of about 1.6 million.

To avoid the high costs
associated with increasing water
capacity, West Vancouver is mov-
ing towards a ‘‘demand side
Management’? approach to con-
serving water. The stratgey in-
cludes:

@ mandated use of water-conser-
ving plumbing features;

® universal
connections;
@ an inclining rate structure to
encourage conservation and make
the user pay more for higher use;

® public education to advise and
instruct users.

Metering is said to reduce con-
sumption more effectively than
sprinkling restrictions or increased
flat water rates.

An added benefit to metering
will be the ability to use hand-
held computers to read meters and
software that will easily administer
the charges.
