THE ROMAN Catholic Church, French language propo-
nents, and the politicians in Ottawa are threatening the

English

language and the very existence of Canada, a

meeting of the Confederation of Regions Western Party
(COR) was told Sunday evening in North Vancouver.

And ‘‘French is not a language
of communication, not a world
language,”’ because ‘*English is the
only language that has the facility
to grow and adapt,’’ Colin Darnel,
a representative of the Alliance for
the Preservation of English in
Canada (APEC) told the COR
gathering.

COR, which was founded in
Edmonton in 1984, is also opposed
to the Meech Lake Accord and
distinct status for Quebec, ‘he
Goods and Services Tax (GST) and
turbans being worn by Sikh
members of the RCMP, COR-B.C.
director Nora Galenzoski told the
audience of nine elderly persons.

The ‘“atholic Church was
especially <riticized in a letter from
COR leader Elmer Knutson, which
was made available at the meeting.

“There has been a struggle for
centuries between England ¢with its
common law principles) and
France (with its Napoleonic civil
code) — common law with its
traditions and people control ver-
sus civil Napoleunic law which is
dictatorial in nature and very
closely related to the Church of
Rome,’’ Knutson’s letter said.

“These two world empires and
languages have been trying for
centuries, through colonization, to
dominate the world,” he added.

“They now, with their former
colonies, are forming a Com-
monwealth of Franco-Phonies.”

James Webb, who said he was
first vice-president of COR in New
Brunswick, tried to downplay the
anti-Catholic paragraphs in Knut-
son’s letter, but told the News that

“there is some element in_ this
country today along the same
lines.”’

cher, told the meeting his opposi-
tion to “the monster of  bilin-
gualism’’ is ‘‘not a_ political
movement, but a crusade.

“Nothing on God's green earth
is going to save the French lan-
guage. It is doomed to failure.”*

Darnel, a director of APEC in
Vancouver and an invited guest at
the COR meeting, said that
Canada can never realize ‘‘the
greatest potential of any country in
the world’? as long as it remains
crippled by ‘‘this bilingualism
nonsense.”’

‘The history of Canada is tied
to the English-speaking pcople,’’
Darnel said.

Galenzoski, who ran against
Vancouver-Quadra MP and Liber-
al Party leader John Turner in the
last federal election, supported
Darnel’s view of French.

‘*French is a limited language,”’
Galenzoski said. ‘‘French will have
to grow if it is to survive.’’

Galenzoski also condemned
Meech Lake, saying that distinct
society status should not be given
to ‘fa people who are not prepared
to be tolerant and sharing.’’

“*We may ne longer need French
immersion programs after June 23
if Meech fails,’’ she said, referring
to the anticipated deadline by
which the premiers of all 10 pro-
vinces must ratify the accord if it is
to survive.

On the subject of Sikh RCMP
officers wearing turbans, Webb
said, ‘‘we are killing the uniform
of an outstanding police force.’’

“We are going to end up with
anarchy in Canada,’’ Galenzoski
said, adding that the turban issue
also applied to hard-hat regula-
tions on construction sites.

The COR party, according to
pamphlets available at the meeting,
is opposed to ‘‘the Frenchification
of Canada,’ ‘‘Quebec political
control,’’ and the metric system,
among other things.

APEC, according to its litera-
ture, ‘‘was formed in response to
the unnecessary and expensive cre-
ation of an artificial need for the
use of the French language in gov-
ernment services and institutions.”

Family grieves for
gunned down dog

| A GUNMAN shot and killed a family’s pet dog in Deep

Cove Monday.

Rocky, an 11-year-old search
and rescue-trained German
Shepherd had been left leashed to
the front porch of a itouse in the
4500-block of Cove Cliff Road.
The Shepherd was shot some time
during the morning while Larry
Smith’s family was either at work
or attending school.

Hours later, Smith’s 12-year-
old son Gram discovered the dy-
ing dog.

‘*He found a dog that was in
severe shock because it had been
bleeding for the last six hours.
My son said, ‘Rocky’s not mov-
ing. He looks sick.’ He didn’t see
any blood. | immediately thought
he had been poisoned. I moved
him a bit, saw the blood and
knew someone had shot him,"’
said Larry Smith.

The bullet, believed to have
been shot from a high-powered
.22-calibre rifle, entered the left
side of the dog's neck and exited
behind its right shoulder.

Smith recovered a bullet slug
that was imbedded in the porch
railing.

He called Deep Cove
veterinarian Dr. Gabe Muller.

The dog was treated. But it
had suffered massive trauma and
subsequently died Tuesday.

Six months ago, Smith was
notified by a North Vancouver
District official that his dog had
been barking excessively. Follow-
ing the complaint, Smith kept the
dog in the basement while the
family was out.

‘““Monday was a nice day, so I
decided to put him back out on
the porch,’” he said. Smith
believes his dog was stalked and
then shot from a path beside his
home.

But he added, ‘‘A lot of people
may read this and go, ‘Oh, a
barking dog’, and be crass. But
the idea is, what is this? The
Wild West? Who is this guy to
take this upon himself. And there
are kids here. This is a family
neighborhood. The trajectory of

ed the incident ‘‘quite unusual.’’

Said Vander Hoeven, ‘‘i’m
hoping that it’s an isolated inci-
dent, for sure. Up in North Van-
couver you don’t hear of such a
thing happening at all. Up in the
Interior and villages out in the
Lower Mainland you occasional-
ly get situations where the dog is
aggressive either towards human
beings or it chases livestock. The
person shooting then may even
have a lawful excuse. But some-
thing like this happening is very
rare.”’

Under section 445 (a) of the
Criminal Code a person found
guilty of unlawfully killing an
animal faces a maximum six-
month jail term or a $2,000 fine.

Said Smith of the gunman,
“The guy’s either off his nut or
belligerent. But where does this
stop? You know? The kids are
out and they’re making too much
noise....""

Proposed WV golf course
raises ecological concerns

WEST VANCOUVER District Council wants more infor-

mation on

the environmental

impact of the Cypress

(Hollyburn) Ridge Golf Course proposed for development
above the Upper Levels Highway.

The call for more information
followed the receipt of a technical
and environmental feasibility study
on the proposal.

“We are exercising a great deal
of caution. We want to make sure
that all environmental precautions
are taken,’’ said Mayor Don Lan-
skail at Monday’s council meeting.

Norccol Environmental Consul-
tants, an environmental consulting
firm, conducted a review of the
study prepared for Cypress Ridge
Golf Ltd., along with the Parks
and Recreation Deparment.

Their reviews, and a brief sub-
mitted by local resident and land-
scape architect Philip Tattersfield,
have spurred council to secure ad-
ditional assurances from Cypress
Ridge Golf Ltd, that the project is
economically feasible, given the
special attention to materials han-
dling, blasting and heavy equip-

ment use required.

Council also asked for addi-
tional details regarding crosion
control methods envisioned for the
construction phase.

According to Norecol, ‘‘the
potential impacts of the project
due to excessive erosion during
coustruction are significant.”

An ecological assessment of the
forest habitat and old forest trees
is needed, #long with more infor-
mation regarding drainage, sources
of irrigation and potable water and

the disposal of forest materials.
Council also called for the issues

of leaching and the effectiveness of

fertilizer and fungicide to be ad-

. dressed.

Council wants the developer to
set up an environmental monitor-
ing team, supervised by parks
director Kevin Pike, to carry out
forest assessment and monitor
construction methods.

According to Pike, the Norecol
review revealed no startling new
concerns.

“There is much reason for cau-
tion, however, as construction on
this site carries special risks, com-
plications and hazards,’’ Pike
submitted.

Angered by the ‘massive altera-
tion’? of West Vancouver's slopes
and native vegetation, Tattersfield
warned council of the vulnerability
of local coastal terrain that can on-
ly increase ‘‘as thoughtless devel-
opment proceeds ’*

Tattersfield suggested council
designate more “tree retention
areas,"’ and impose covenants on
slope properties.
