OPEN LETTER TO° EDUCATION MINISTER VANDER ZALM .. I am writing to express my dissatisfaction with your -“Education Restraint Program”. As a taxpayer and a parent in West Vancouver, I am appalled, not only by ‘the effect of this policy on my children’s education, but also by the _ insensitive manner in which you have attempted to enforce your policy. of restraint. I do not understand haw a cabinet minister could set such a restraint plan into action without giving some thought to its ramifications or providing:some guidance for the trustees you expected to implement the plan. Your foresight: has.-managed to alienate taxpayers, parents, Rec hassle points up merger need Dear Editor: ' The North Vancouver ‘Recreation Commission, which operates recreation _ facilities i ity.and District, is in serious trouble: When it was founded it was agreed that the operating costs would be covered jointly - 35% by the City and 65% by the District. Recently the, City of North Vancouver informed us that it ‘will not, continue on this basis, Their Council gave us what “amounted to an ultimatum - either it be financed on a user-pay basis or the City would pull out. User-pay in this case meant that each person. using any facilities would have’ to identify himself or herself and state whether they lived in the City or District, and the costs would then be sudents, school trustees and administrative personnel alike. Your call to School Boards to trim the “fat” from their systems is totally without substance in West Vancouver. Since referendum defeats in the early 1970's, West Van- couver’s education system has shown little, if any, evidence of “fat” - ; My children have ‘at- tended school in West Vancouver for three years. In that time, I have paid for every field trip and cultural — event that my children have -. enjoyed. I have paid for or provided transportation. I have bought every book, pencil, pen, crayon, glue- have needed. I have funded “out-door school” and “ski shared according to the use of the facilities by residents of the two municipalities. The Council of the District . of North Vancouver agreed. We had little choice. It was either that or see the Recreation Commission go down the drain. I supported the change too, but with great reluc- tance and reservations. I am | convinced that it will now: become an administration nightmare that can't last. Some facilities cost a lot to run; others are inexpensive. Some facilities are used by many; others by a few. How can you compare.them cost- wise? It just won't work.
