The reason, he said, was the amount of leachate - a mixture of raimwater and chemical byproducts from the landfill, which is harmful to fish - produced because of the volume of rain the area receives. Kier told the court the only thing propping up the North Vancouver iandfill was “economics”. In other words it was less expensive for Lower Mainland communities to go to landfill garbage placement operations than to other systems of waste management, he said. In cross-examining Bir- beck, Kier suggested the landfill operation on the North Shore, used by all three North Shore municipalities, was most “viable” because it was the least expensive. Birbeck had earlier told the court the leachate collection system on _ the North Shore was an example of the “state-of-the-art” technology. Kier scoffed at defence claims that the heavy rainfall of last year had contributed to the district’s problem in managing the landfill. He said landfill operations would be in-use until “society says it won't stand for it” any more. “It is safe to say a half- decent landfill operation in B.C. should go where there is less rainfall,” Kier suggested to Birbeck. “Yes,” Birbeck answered.
