WHEELS START ROLLING IN NVD Planning for a plan The preparation of an Official Community Plan for the District of North Vancouver was endorsed unanimously by District council at its last meeting. Director of development R. Plunkett is to report to council early in 1981, “recommending broad suggestions for objectives, a timetable and procedures, including public involvement. In presenting the motion, Mayor Don Bell referred to the proposed provincial Planning Act which would require all communities to have an official community plan. “IT personally think the tlme has come for the Distnct to adopt an OCP, whether the new Planning Act requiring il is approved or not,” he said. Bell said the Distnct had already “taken significant steps forward” in planning for portions of the District. He referred specifically to Seymour, Roche Point, Indian River Neighbourhood and McCartney Woods. “plus the recent discussions with residents in the Deep Cove area” He said council pohcy statements regarding = 1n- dustrial/commercial devel- opment in Lower Lynnmour and Capilano corndor and the current Lynn Valley Plan “are further examples of this. tying in key areas of our community im ai proper planning framework ~ Bell suggested six basic objectives he feels council needs to confirm * proyecited future population forthe = District. e desired residential com- mercial industrial tax base Tallo * future traffic public transportahon requirements ®* future forms and densities of residential development * location and type of future commercial and industrial development * future needs tor parks and recreational faciuhties Marv Sezal supported Bells motion but Alderman THe requested that special at- tention be paid to the development of local community plans in Norgate, Maplewood. Pemberton, Upper Lonsdale, Lillooet Road and Capilano College areas. Alderman Jim Ball noted that Plunkett's task will be to “take the plans we have and incorporate them into a whole, filling in the gaps.” NONSENSE He referred to accusations that council had not done any planning as “damn nonsense. We've been 1n- volved in vanous stages of planning and = completing plans ever since I can remember ” Alderman John Lakes noted that Community Plans are a Statement of policy — “they dont get down to whether to build a particular convemence store.” He said that to use the lack of a plan as “an excuse for total stagnation is a bad mistake.” He also insisted that “all the public dont go ecstatic over planning For example. in Deep Cove. the response has been dont do anything — leave us as weare. ” Alderman Erme Crist said he enthusiastically and whole-heartedly supports” the idea of an OCP and. ina five page bref to council, detailed his own ideas on what such a plan should include He said a plan should be ‘based the livability standards demanded bv the On residents and expressed in widespread pubhe discussion WOODEN WALL Rail Tie Design Specialists * retaining walls © fencing © decking residential COMME tal 926-9188 lesfias Crop try Tos quves yrs a tree estimate & Jesign dos and input into the plan in all its formative stages.” Alderman Peter Powell suggested that a plan “if it is to be good, must be simple and flexible. There comes a time when things fall naturally into place — other- wise (a plan) will be con- fining and work against the benefit of the community.” He concluded, “We've got to remember we're making decisions for the future — and the future is an awfully long time.” In answer to a question from R.G. Vagg of Oxford Street, Bell said that por- tions of the plan could be adopted before the overall plan for the district was completed. Here's proof you ll save Our Complete selection! SALE . ..
