Schreck compares the

capital works policy at a
time when operating budgets
are. being slashed to that of
the Neutron bomb, “it
destroys people but saves

- buildings.”

“There is nothing wrong
with building new facilities,
many of them are needed to
upgrade servicés and to
improve working conditions,
but it is somewhat ghastly to
have empty buildings
because the government has
failed to ‘plan their

' operations,” Schreck said.
