Coun. Trevor Carolan’s comment came as council received a comprehensive and highiv praised report from municipal manager Gord Howie on the issues involved in decriminalizing drugs. Howie was asked for the report after Coun. Ernie Crist raised rhe drug topic last October. Despite Howie's warning that the district can expect to have limited impact on debate concerning the decriminaliza- tion of drug possession for personal use, council voted to articulate its views to the Federation of Canadian Municipalities (FCM) in the hopes of adding a voice to the national debate. However, council stopped short of proceeding with a motion requesting the FCM Standing Committee on Crime Prevention “to provide recommendations to the FOM) board of directors on strategics to mare effectively deal with heroin as a medical problem rather than a crimi- nal problem.” That motion was defeated 4-3 with Mavor Don Bell, and Couns. Trevor Carolan, Par) Munroe and Glenys Deering-Robt. opposed. Carolan emphasized thar decriminaiization of marijua- na was not the same as legal- ization, noting that anyone dumb cnough to smoke and drive deserved the same fare as drinking drivers. He argued thar the whole suppression of marijuana was engineered by U.S. authori- ties to keep law enforcement oftticers emploved after prohi- bition ended. The fall text of the dis- trict’s motion reads: @ Whereas there is wide- spread support from) many segments of Canadian society for the decriminalization of marijuana, including a previ- ous Parliamentary Commission, the Canadian Bar Association, the B.C. Civil Liberties Association and the editors of influential newspapers such as the Globe and Mail and the Ortawa Citizen; @ And whereas the number of Canadian adults who use mar- ijuana for recreational purpos- ACCOUNTING SERVICES Monthly, Quarterly, Yeariy cs is estimated to be one in 10, with the vast majority being otherwise law-abiding and contributing members of soci ety who risk being stigmatized for their use of a substance arbitrarily detined as tilegal: @ And whereas the illegal sta- tus of marijuana and the ensu- ing demands on police enforcement and the court syscrat prevent these resources trom being more appropriately difected to other crimes which threaren citizens and property: @ And whereas manjuana has been shown to be a safe and effective medical remedy for the treatment of ailments including glaucoma, epilepsy and as an anti-nausea treat- ment in cancer chemotherapy patients; WM And whereas the FCM has a Standing Committee on Crime Prevention which encompasses the issue of ille- gal drugs; @ Theretore be it resolved that the FCAT Standing Comnantec om Crime Prevention be requested to consider and provide recom- mendations to the FCM National Board of directors on the possible decriminaliza- don of marijuana.
