THE CANADA Post Corp. raised its postal rates April
1, making it more expensive to mail national, interna-
tional and American letters. The price for (he average
letter being sent within Canada went from 34 cents to 36
cents. Rates for American and international Setters ex-

perienced similar hikes. Postal officials said the move is
