Ao - Wednesday, March 10, 1982 - North Shore News editorial page Parish pumpers The refusal of the majority of North Vancouver City council members to approve a referendum on disarmament raises an important question about the fundamental role of municipal councils. Their priority task, of course, is to supply essential services to their taxpayers — police and fire protection, control of development, roads, sewers, parks and other amenities. These things are obviously of every day importance to residents. Councils are right to concentrate on them. But the recipients of municipal services do not think and feel only in terms of neatly arranged layers of government responsiblity, — local, provincial and federal. They think and feel deeply about many other matters that transcend individual levels of govern- ment. High on the list at the moment — as U.S. President Ronald Reagan rattles his sabre - is the revived nuclear threat which has many citizens deeply concerned for their future and that of their children. They may recognize that only Reagan and Brezhnev can do anything about that threat. But this doesn’t mean their voices should be officially ignored. It is ordinary citizens, in their thousands and millions, who would be on the receiving end of The Bomb. Already, 10 Canadian municipalities (including North Van District) have decided to support the world disarmament vote scheduled for later this year by holding formal referendums in conjunction with their next municipal elections. Up to 70 more are expected to join them. North Shore municipalities should follow suit. Parish pump thinking has no place on an issue so vital to their constituents.
