Se Residents of a North Vancouver garden apart- ment block are upset by decision to enforce a no pets. rule, allegedly after allowing residents to keep pets for several years, and one is planning to start a protest petition. . The manager of Seymour Village Garden Apartments, at 924 Lytton Street, is entering all apartments to ensure that the rule is upheld, and those who refuse to get rid of their pets will be asked to leave. June Carter, who lives in one of the apartments, says that they have kept a dog on the premises for the last two and a half years and that some people have had dogs ments sear ( hed pets crackdown or cats even longer. But, on April 25, the Carters and other residents were informed that the management of the units intended to enforce the rule that no pets be are allowed on the property. A letter dated June 30 informed residents that they had until July 20 to get rid of their dogs and cats. The letter said that the manager of the apartments would be entering the apartments after that date to make sure that no pets are present. “Please be reminded that if we ever see any pet in your suite, we will be forced to give you a Termination Notice,” the letter said. Citing the North Van- couver District ordinance that prohibits pets from roaming at large, the letter also said “... any pet found roaming the grounds off a leash will be subject to impoundment.” The Carters received a notice on July 23 that the manager would be entering their suite Friday, something that upsets Mrs Carter. But, she said the landlord is only allowed to enter if he had a strong suspicion that a pet was present, and is not allowed to actively search the premises. Clark at the time that the municipality support his insurance claim, repair the damaged driveway, retaining wall and private dram, and in the long run place the storm sewer between 21st Street and Ottawa Avenue underground. But last week Municipal Manager Terry Lester told council that the municipality has to take the position that “we are not responsible for the water flow.” “There are 500 other people in this community over the last eight years who have had flooding problems ome owner as well,” Lester added. Clark . insisted . that the municipal storm sewer is still the source of that water flow. “All people in a similar situation to myself will be upset when they realize they have no protection — especially residents above Nelson Avenue and below the Upper Levels Highway between. 2ist and 27th Streets,” Clark emphasized. He warned that these people “will seek an upgrading of the storm sewer system.” A report submitted to council by Lester stated also that to adopt Clark’s suggestion would lead cither to an increase of the municipality's premium for liability insurance or to a cancellation of the insurance ” altogether. Since 1975 the only in- surance underwriter willing to cover West Van has been ICBC.
