‘catastrophic’ for Canada

TORONTO (UPC) -
Canada will suffer
“catastrophic” consequences
in 10 years if nothing is done
soon about the problem of

acid rain, federal En-
vironment Miuinister John
Roberts has warned.

But he admitted the

federal government 1s vir-
tually powerless to compe!
the provinces - particularly
Ontano, home of one of
North America’s biggest acid
rain polluters - to enforce
environmental legislation.
Roberts gave that bleak
view to reporters at a news
conference following his
return from Washington
D.C., where he met last
week with U.S. en-
vironmental officials.

He admitted one purpose
of his news conference was
to apply pressure on the
Conservative government of
Ontario, which has done
litdle to curb the acid rain
production of Inco Ltd.,
implicated as North
America’s most prolific
producer of acid rain from
its nickel smelting
operations in Sudbury.

Roberts, who was to meet
Ontario Environment
Minister Harry Parrott later
in the day, said a Canada-
U.S. agreement to curb acid
rain depended on Ontano

“vigorously” enforcing ws
environmental laws.

Acid rain is sulphur
dioxide fallout from in-

dustnal and coal-fired power

plants which returms to earth
in rain or snow. En-
vironmental experts agree it
threatens life in the Great
Lakes and thousands of
other lakes and rivers in
Ontario and the U.S.

“I think we are on the
verge of catastrophe,” he
said. If the acid rain problem
is not solved soon, “We will
wind up in 10 years in
Ontario with a dead water
system.”

Roberts said Canada
wants to negotiate a clean-
air agreement with the U'S.,
but Amenican officials - who
expressed concern about
Inco’s yearly sulphur dioxide
production of 1.2 million
metric tons - wanted

assurances Inco’s pollution
would be curbed.

“T believe action by Inco is
a prerequisite to signing an
agreement,” he said. “They
made it clear to us that it
would be easier for them to
act if it was clear that we
were acting in Canada to
deal with our part of the
problem.”

But, he said, Ottawa could
apply only moral suasion to
Ontario, which has over the
years granted Inco a senes of
Tepnieves from the govern-
ment's clean-up orders.

There was a problem of
“divided jurisdiction,”
between the two levels of
government, Roberts’ said.
“We (the federal govern-
ment) do not have power to
give direction to the
government of Ontario
about these things. We do
not have regulatory power to
override the provincial
governments’ decisions.”

Roberts said technology to
filter sulphur dioxide
emissions out of industrial
processes existed and was
“affordable but not
profitable.” Its use would
add an estimated 20 cents
per pound to the production .

Brazil uses alcohol
to generate power

SAO PAULO, Brazil
(UPI) - A Brazilian power

station began generating
electricity from alcohol
Monday.

Most of Brazil's electricity

comes from hydroelectric
dams. But last year the
government decided to

convert one of the few oil-
burners to run on alcohol
made from the country’s
abundant sugar cane.

It's the same fyel that
Brazilians are starting to put

in their converted auto-
mobile tanks instead of
gasoline.

“Today we produced 110
Megawatts. That's enough
for a European town of
around 200,000 people,” said
